Users increasingly benefit from the capability of wireless networks and mobile devices that deliver and process multimedia content in compressed forms. For the display of a high quality video, a mobile device usually decodes and then down-samples it to fit the original image to their small screen. But this arrangement requires extra energy and computing complexity for down-sampling. In this paper, we introduce a video decoding framework which obviates separate down-sampling process for mobile devices. Simulation results show a saving of 26 to 49 % of the total energy required for decoding at the cost of a 0.9 to 6.1% degradation in picture quality.
