Integrating different message types such as video-conference, images, data, and voices over a common channel requires to coordinate user transmission in order to reduce the blocking probability and reject probability for a request. A loading forecast method is proposed to predict the base station loading in the current cycle, according to which the base station could take appropriate actions, such as the reallocation procedure and release procedure. We also show simulation results to validate the superiority of our approaches.
