A scheme for efficient initial-access channel allocation in a mobile and wireless network environment is discussed in this paper. With increasing demand placed on network resources by an array of personal communication services, the efficient use of a limited spectrum is of utmost importance. We introduce a scheme for improved network access and discuss some of the advantages of the proposed scheme. We conclude with some performance measures that can be used to analyze existing networks and to determine potential strengths and weaknesses. These metrics are useful in projecting needed resources for a network still in the design phase.
