Preparing a clear vision and a plan for the implementation of a structural reform within the economy is of crucial importance for its success. This paper describes a model that responds to such a need. The model has a declarative, as well as a procedural meaning – it presents schematically a structural economic reform, shows the processes that are undergoing its implementation and is used as a marker (evaluation tool) for the success of the actions taken.
