Abstract

ICT in education is perceived as strategic tools to bridge the disparity of quality education across geographical areas in Indonesia, and to support the growth of knowledge-based Indonesian society with competitiveness towards globalization. The promises offered by the use of ICT in education have driven the Government of Indonesia, especially Directorate General of Higher Education, to engage in establishing the higher education network. The first network set up with the assistance of the World Bank was Global Development Learning Network. Under the GDLN project, e-learning content development was initiated. This paper focuses on efforts of e-learning content development under the GDLN Project, especially on the design process. It discusses the pedagogical consideration, design consideration, and results of the design process.
