The satisfaction of implicit or explicit user requirements constitutes a software quality indicator. Requirements Engineering (RE) focuses on mitigating software failure factors through the Elicitation, Analysis, Specification, Validation and Management activities, identifying the system purpose, the use context, and available technology capabilities. Furthermore, RE should consider the size of the software developing organization. Particularly, Small and MediumEnterprises (SMEs) lack of a model for defining RE practices and how to make operational its evaluation. The purpose of this study is to propose a model to evaluate the RE process in SMEs. The methodology used is the adaptation of the Systemic Methodological Framework, in conjunction with the Goal Question Metric (GQM) model. This model seeks to evaluate the weaknesses and strengths of SMEs with respect to RE. The model is structured in two dimensions: 1) the RE process dimension, organized in maturity levels and 2) the human dimension, related to RE training. The model evaluates the presence of practices aimed at reaching a Repeatable RE maturity level.
